NAFMII held the third meeting of the Third Governing Council and the second meeting of the Second Council in Beijing on December 25, 2012. Xiang Junbo, the third President, and Wang Hongzhang, the fourth President of NAFMII, as well as Liu Shiyu, Deputy Governor of the People’s Bank of China (PBC), attended the meeting and delivered important speeches.

57 members of the Governing Council and 2 individual Governing Council members attended the third meeting of the Third Executive Council, and the chief supervisor attended as non-voting attendee. Presided over by Shi Wenchao, Secretary-General of NAFMII, the meeting examined and adopted proposals such as the List of Nominees for the Fourth President and Some Vice Presidents of NAFMII.

The second meeting of the Second Council was attended by 90 corporate members and 2 personal members as well as 12 corporate supervisors as non-voting attendee. Presided over by NAFMII Secretary-General Shi Wenchao, the meeting elected the fourth President and some Vice presidents of NAFMII, approving Xiang Junbo stepping down as President of NAFMII, electing Wang Hongzhang as the new President, and electing Zheng Zhijie, Zhang Yun and Yang Mingsheng as Vice President of NAFMII. NAFMII Council highly appraised the contributions President Xiang Junbo has made to the development of market and NAFMII itself. The meeting listened to the report of NAFMII on the work in 2012, report the execution of the annual financial budget of NAFMII in 2012, and report on the assessment of securities company members’ engagement in the lead underwriting business of the debt financing instruments of non-financial enterprises. The meeting also adopted the Administrative Measures for Registration Experts of Debt Financing Instruments of Non-financial Enterprises in the Interbank Bond Market (Revised), the Administrative Measures for Experts of the Self-regulatory Action Meeting of Debt Financing Instrument Market of Non-financial Enterprises (Revised) and other proposals.
